Can the creation of humorous factual memes be crowdsourced to the public?

Hi All,

I am from the United States where misinformation and polarization are omni-present. I am a big fan of the ‘humor over rumor’ idea and think this can work very well in America, too.
Taiwanese government hires comedians to create these memes however, America has a much bigger size and needs a more scalable solution. Is there any chance we can incentivize regular people to create these factual memes instead of misinformation/trolling memes? Do you have any ideas for a great reward system?

As for the reward system, one can pre-commit to amplifying the contributions — similar to the Presidential Hackathon — to a national scale.
